Leave and Shift Management: Rules, Rotas and Tools

Leave and shift management means planning who works when and who is off. Learn entitlement rules, rota design, approvals and how to avoid coverage gaps.

Leave and shift management is the process of planning who works when, who is on leave and whether enough people are available to run the business. It combines two things: the rules (how much leave each person is entitled to and how it is approved) and the schedule (rotas that match staffing to demand). Done well, requests are answered quickly and coverage never surprises you.

Done badly, it is a spreadsheet with colour codes that only one person understands. Balances are wrong, two people in the same role are away during your busiest week and shift swaps happen by message with no record. This guide explains the rules to set, how to build a rota, how approvals should work and when to move to software.

Start with clear leave policies

A written policy settles most disputes in advance. It should say how much paid leave each employee gets, when the leave year starts, how public holidays are treated, how much notice is needed, whether leave can be carried over and what happens to unused days at the end of the year or when someone leaves.

Entitlement rules differ by country and contract, so check yours with an adviser rather than copying another company's policy. In the UK, statutory holiday entitlement is expressed as weeks of leave and can be pro-rated for part-time work, but your contracts may give more. The same general principle applies elsewhere: the law sets a floor, and the contract can raise it.

Calculating entitlement correctly

Pro-rating is where manual systems break. A part-timer, a mid-year starter and a leaver each need their own calculation. A simple, transparent method is to work in hours.

Here is an illustration with assumed figures. A full-time employee works 40 hours a week and receives 28 days including public holidays, which you convert to 224 hours at 8 hours a day. A part-timer working 24 hours a week is entitled to 24 ÷ 40 × 224 = 134.4 hours, which is 5.6 weeks of their own working time. A part-time starter with seven months of the leave year left receives 7 ÷ 12 of 134.4 hours, or 78.4 hours. The numbers are assumptions; use your contract terms. Recording leave in hours rather than days avoids arguments about part days and unequal working patterns.

Types of absence to track

Annual leave is only one category. Track the others separately so reports and payroll are right.

  • Annual leave and public holidays.
  • Sickness absence, with fit-note or self-certification records where relevant.
  • Parental, compassionate and other statutory leave.
  • Unpaid leave and sabbaticals.
  • Time off in lieu or toil for overtime worked.
  • Training days and business travel, which remove people from the rota without being leave.

How to build a shift pattern

A rota starts from demand, not from people. Work out how many people you need at each time and in each role, then fill the slots. For a warehouse that may be pick and pack volumes by hour. For a shop it is footfall. For a service desk it is ticket arrivals.

  1. Define the coverage rule for each team: minimum people per role per time slot.
  2. List constraints: contracted hours, rest breaks, maximum weekly hours, qualifications needed for certain tasks.
  3. Publish the rota far enough ahead for people to plan their lives; agree a standard notice period.
  4. Collect availability and preferences, and be explicit about how conflicts are resolved.
  5. Allocate shifts fairly, rotating unpopular ones such as weekends and nights.
  6. Record swaps and changes in the same system so the rota always shows the truth.

Approvals and conflicts

A request should follow a fixed route: employee submits, line manager approves or declines against the coverage rule, the record updates and the calendar shows it. The manager should see at the moment of approval who else is away and what the coverage will be, not find out afterwards.

Set rules for the busy periods. Some companies limit how many people in a team can be off at once. Others require earlier requests for peak weeks or use a first-come rule with a fair fallback. Whatever you choose, publish it. Perceived favouritism does more damage than a refusal with a clear reason.

Where spreadsheets fail and what to compare

Spreadsheets work for a handful of people. They fail when balances need manual updates, when several managers edit at once and when payroll needs a reliable summary. Compare tools on the points in this table.

Linking leave and shifts to the rest of the business

Leave and shifts do not stand alone. Overtime hours feed payroll. Absence changes who can be booked on a project. A sudden gap in a warehouse team changes what can be shipped on a given day. Our guide to HR software shows where this module sits among the others, and the employee onboarding process is where entitlement and shift patterns are first set for a new starter.

We built Dika Ops so that employees, projects, stock and the ledger share one record, and leave requests go through approval. See the HR module for what it covers today. Dika Ops is in closed beta with a waitlist.

Mistakes to avoid

Keeping balances in several places is the first: HR, the manager and payroll each hold a different number. The second is counting in days for people with irregular hours. The third is publishing rotas at the last minute and then being surprised by absence. The fourth is letting swaps happen informally so that nobody knows who is actually on shift in an emergency. Finally, many companies forget to review the rota against actual demand, so the same quiet shifts are overstaffed for months.

Frequently asked questions

What is leave management?

It is the process of defining leave entitlements, receiving and approving requests, tracking balances and making sure the business stays covered. It includes annual leave, sickness and other types of absence.

How do you calculate holiday entitlement for part-time staff?

Convert the full-time entitlement to hours and multiply by the part-timer's share of full-time hours. For example, 24 hours out of 40 is 60 per cent of the full-time hours entitlement. Check statutory rules and your contracts for the exact method.

What is shift management?

Shift management is planning and recording which employees work which hours, based on demand, contracts and constraints such as rest periods. It includes publishing rotas, handling swaps and comparing planned with actual hours.

How far ahead should rotas be published?

As far ahead as your operation can reliably plan. Many employers set a standard notice period, such as one to two weeks, and treat changes inside it as exceptions that need agreement. Check whether your country has predictable-scheduling rules.

How do I avoid too many people being on leave at once?

Set a minimum coverage rule per team and role, show the team calendar at the moment of approval, and require earlier requests for peak periods. Decide the tie-break rule in advance and publish it.

Do I need software to manage leave and shifts?

Not for a very small team. Once you have several managers, part-time or shift workers, or payroll that depends on hours, software saves time and prevents balance errors.

Can leave data feed payroll?

Yes, if the system exports approved leave and worked hours in the format your payroll needs. Ask for a test export with real cases before you commit.

Next step

Write down your leave rules, define the minimum coverage per team and test the calculation on one part-timer and one mid-year starter. If you want a leave and rota process built around your own rules, our custom software service or our team can help.
